The Beaverton Police Foundation is a 501(c)(3) nonprofit organization dedicated to raising private funds to support the Beaverton Police Department in areas beyond what municipal budgets allow. Through responsible stewardship and strong community partnerships, we provide critical resources that enhance officer wellness, recognition, training, recruitment, public safety education, and essential equipment.

Jim was raised in Tigard, Oregon. He began his career in the medical field before feeling a strong calling to ministry. He joined Village Baptist Church in 1979, where he began serving in student ministry. By 1992, he was promoted to Executive Pastor, overseeing staff and ministry operations. He was ordained in 2007 and served in that role until 2012.
Jim holds a bachelor’s degree in psychology from Portland State University and has pursued graduate studies in theology at Western Seminary and counseling at Lewis & Clark College. He is a Senior Chaplain with the International Conference of Police Chaplains and serves as a certified instructor for the organization. He is also a founding member of the Oregon Chaplains Academy, where he trains chaplains who serve first responders across the state.
In 2012, Chaplain McGuire felt a clear call to dedicate his ministry exclusively to the Beaverton Police Department. He has served as a trusted spiritual advisor and mentor to officers ever since. With over 45 years of experience working with nonprofit organizations, Jim brings extensive knowledge in leadership, fundraising, and board service.
Jim is deeply committed to the well-being of the Beaverton community and holds a profound respect and passion for the officers who serve and protect it every day.

Ken Feist dedicated 27 years of distinguished service to the Beaverton Police Department, serving from 1997 until his retirement in September 2024. Throughout his career, Ken exemplified professionalism, leadership, and a deep commitment to public safety. He concluded his tenure as the department’s Professional Standards Sergeant, where he oversaw internal accountability, training, and departmental integrity.
Ken and his wife, Cori, have been married for 24 years and are proud parents to two children. Their son Jake, 19, is currently attending Linfield University, where he is also a member of the football team. Their daughter Josie, 14, will begin her high school journey this fall as a freshman at Tigard High School.
Ken remains active in the community and continues to support law enforcement through various initiatives.

Throughout his career, he has worked in a variety of roles within the agency, gaining a broad perspective on the needs of both the department and the community.
A graduate of Beaverton High School and Oregon State University, Matt Henderson is deeply rooted in the community he serves. In addition to his public service, he is a small business owner and a passionate advocate for officer training, education, and wellness.
Matt Henderson joined the Beaverton Police Foundation to help build a legacy of support for those who serve. A forward-thinking leader, he is committed to ensuring that Beaverton’s officers are equipped, cared for, and prepared—both physically and mentally—to meet the challenges of modern policing.
